Progress on human trafficking ‘stalled’ – IHREC

The Irish Human Rights and Equality Commission (IHREC) has expressed “serious concerns” about what it says is a lack of progress in Ireland’s response to human trafficking.

In a letter to the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA), IHREC warns of warned of “potential backsliding” in critical areas.

Its letter cites:

  • Delays in implementing a statutory National Referral Mechanism (NRM) for the identification, protection, and assistance of victims of trafficking,
  • “Shortcomings and delays” in the transposition of an EU directive on anti-trafficking into Irish law, and
  • A “worsening situation” on accommodation for victims of trafficking.

‘Delays and inconsistencies’

IHREC points out that, while legislation to establish a statutory NRM was enacted in 2024, the new system has yet to become operational.

The commission says that it is “aware and concerned” that victims continue to face delays and inconsistencies in identification and support, while there remains no clear timeline for implementation.

The body has also raised concerns that Ireland’s current plans to transpose strengthened EU anti-trafficking obligations do not provide for proper transposition of the amended directive, particularly in relation to victims’ rights to assistance and support.

IHREC adds that it has received reports that access to safe accommodation for victims of trafficking has deteriorated in recent months.

‘Consistent action’ call

Chief commissioner Liam Herrick said that Ireland had made important commitments to combat human trafficking, but warned that these must matched by “consistent action”.

“We are concerned that progress in key areas has stalled and that, in some respects, the situation may be moving backwards. Victims need effective systems, clear rights, and practical supports that work when they need them most,” he stated.

As independent national rapporteur on the issue, IHREC monitors Ireland’s response to human trafficking and reports independently on the State’s compliance with its national, European, and international obligations.
