Corporate Law Firm of the Year, Philip Lee has announced Leonora Mullett as a partner in its planning and environmental department.

Mullett has extensive knowledge of planning and environmental law, local government law, litigation, dispute resolution and public law with significant experience in representing State sector bodies including An Bord Pleánala, the Housing Agency and the Health Service Executive.

Prior to joining Philip Lee in 2019, Leonora was legal advisor to Dublin City Council for 10 years where she was responsible for local government environmental prosecutions, defence of judicial review proceedings concerning planning and social housing, prosecution of statutory injunctions, defending waste licence statutory appeals, claims management and providing an advisory service to all departments.

Mullett will continue to work alongside partners Rachel Minch and Alice Whittaker who lead the ‘tier one’ planning and environmental practice at Philip Lee, with a particular emphasis on consenting processes and judicial review in this area.

Mullett has lectured on the Planning and Environmental Law Diploma in the Law Society, has spoken at the Europol Environmental Crime symposium and at conferences of the Irish Planning Institute, Dublin Solicitor Bar Association and Local Authority Solicitor Bar Association.
