Aims and Objectives

This is the second Law Society Finuas Skillnet Fintech Symposium. It has been designed and will be delivered by expert international financial services (IFS) solicitors and professionals who will update delegates on the current issues and developments in the law and regulation of FinTech in Ireland.

This programme is essential for all IFS professionals, insurance professionals and in-house IFS Counsel who are looking to develop and enhance their legal and FinTech knowledge and skills. It is also an opportunity to network with FinTech professionals.

The venue is Killarney Park Hotel www.killarneyparkhotel.ie   which is adjacent to Killarney Irish Rail Station and the Symposium is timed to allow convenient rail travel from Heuston Station, Dublin. Ruth McCarthy is a member of the FPAI Payments Working Group and is CEO of FEXCO Corporate Payments (part of the FEXCO Group, one of the world’s leading payment solutions and financial technology providers, which employs more than 2,300 people worldwide). FEXCO Corporate Payments is a payment institution that specialises in delivering bespoke payment solutions for large corporate and institutional clients, as well as giving consumers access to bank-beating exchange rates on their international transfers. Each year FCP processes more than €1 billion worth of payments for its clients in Ireland and the UK. Prior to joining FEXCO Ruth worked with Arthur Cox where she specialised in financial regulation. Ruth is a qualified solicitor and holds a Bachelor in Laws (LL.B.) from Trinity College Dublin. She is a Licentiate of the Association of Compliance Officers in Ireland and holds a master in Regulation from the London School of Economics.

Paula Reid, A&L Goodbody, Dublin
Paula Reid is a Partner in A&L Goodbody's Knowledge Team. The Firm was the first law firm in Ireland to establish a dedicated knowledge function and Partner within its practice, signifying the Firm’s commitment to placing knowledge at the forefront of its business. Paula is involved in offering knowledge consultancy services to clients. There are several strands to this including the provision of legal updates to clients through newsletters and seminars at our offices or on-site with the client; access to one of the knowledge team’s lawyers to discuss the implications of a particular legal development; conducting knowledge audits to assess the knowledge and information needs of clients; and assistance in establishing knowledge management systems. Paula has spoken and written extensively on the topic of money laundering and is the co-author with Michael Ashe QC of "Money Laundering Risks and Liabilities" (2nd Ed. Published by First Law in 2007). Paula has also co-written with Michael Ashe QC, 'Anti-Money Laundering, Risks, Compliance and Governance" (Round Hall 2013). She advises clients on their anti-money laundering compliance obligations and is involved in developing money laundering compliance training programmes for regulated businesses.

Michael Ashe SC
Michael Ashe is a Senior Counsel and also a Queen’s Counsel in both England and in Northern Ireland and practices commercial law, particularly in the areas of company, tax and financial services.  He has written and lectured widely and is co-author with Paula Reid of “Anti Money Laundering Risks Compliance and Governance”.  He is co-Chair of the annual Cambridge International Symposium on Economic Crime and is a Recorder of the Crown Court in England and Wales.

Philip O’Reilly, Professor of FinTech and Information Systems, University College Cork 
Professor Philip O’Reilly is Professor of Fintech and Information Systems at Cork University Business School, University College Cork (UCC). Philip is the Founding Director of the Statestreet EMEA Advanced Technology Centre at UCC. Philip's research focuses on the transformative power of emerging information systems on Financial Services. His work has been published in leading journals in the information systems field including the European Journal of Information Systems (EJIS), Journal of Information Technology (JIT), Journal of Strategic Information Systems (JSIS) and Information Technology and People (IT&P). Furthermore, his work has been presented at the leading information systems conferences in the world. In 2011, Philip received the Stafford Beer Medal in recognition of the most outstanding contribution to the philosophy, theory, and practice of Information Systems (IS) from the Operational Research (OR) Society at an Awards Ceremony which took place at the Royal Society, London. Philip has been invited to deliver keynotes and workshops by numerous multinational companies and at leading practitioner events worldwide. Philip is a Senior Cutter Consultant, being a member of an elite group of 100 international leading experts, and presents regularly to leading international bodies on Fintech. Among others, he has presented to the Board of the Federal Reserve, Washington and the board of the Federation of International Banks in Ireland on Fintech. The impact of Philip’s research on industry is illustrated in the fact that since 2017, Philip has secured direct industry cash commitments of €4m to support his research. 

Christopher Martin, A&L Goodbody, Dublin 
Christopher Martin is a Senior Associate in the A&L Goodbody's Financial Services Regulation and Compliance Group. He has over 10 years' experience working in both the Public and private sectors advising on legal and regulatory issues. He advises both domestic and international credit and financial institutions and Fintech and Regtech entities on regulatory and compliance issues, including banking, payment services, investment services, credit, money laundering, and financial sanctions. He is a member the Education and Professional Development Committee of the Association of Compliance Officers in Ireland, is the internal examiner on the Law Society's Diploma in Regulation Law and Practice, and is a regular contributor to financial services industry publications. He formerly worked in the legal and policy team in the Central Bank's Enforcement Directorate and was the judicial fellow to Justice McKechnie.

Claire Fitzpatrick, ConsenSys Ireland, Dublin
Claire leads operations at ConsenSys Ireland. (ConsenSysis a venture production studio focused on building and scaling tools and enterprise software products powered by the blockchain based distributed computing platform Ethereum.) Consensysemploys more than 1,200 people worldwide). ConsenSys Dublin launched in June 2018 and acts as a technology delivery centre for the EMEA Region. Prior to ConsenSys, Claire was a founder of Red Planet a consultancy bringing outside in start-up innovation to large corporates.   Claire sold Red Planet to Deloitte in 2017. Claire was also CFO for Wayra Ireland, a startup accelerator investing seed capital into the Irish startup ecosystem and delivering a proven revenue-focused commercial acceleration programme.  She is a founder of a start-up and advisor and investor in several others. Claire is a qualified chartered accountant and holds a Masters of Accounting (M.Acc) and Bachelor of Commerce (B.Comm) from University College Dublin.

 Frank Kelly, Director FK Consulting, Dublin 

An internationally recognised expert in the field of Financial Services and Payments Regulation, Frank is Director of FK Consulting who provide specialised regulatory and compliance advice to financial and payment services providers.  With 19 years’ experience in retail banking with Bank of Ireland, Frank was the primary legal adviser to the Bank of Ireland payments team.  During his time with Bank of Ireland, Frank gained significant experience in payments systems and schemes and, from a legal perspective, was responsible for their implementation of both PSD & SEPA and, more recently, acted as legal adviser to their PSD2 & Open Banking programmes. In addition to his consultancy practice, Frank is also engaged at industry level with the Banking & Payments Federation of Ireland PSD2 Working Groups and is the Irish representative to the European Payments Council Legal Support Group.  Frank is also a member of the EBA (Euro Banking Association) Practitioners Panel and the Fintech & Payments Association of Ireland Regulatory Implementation Group.

Kevin O’Brien, Head of Division, Consumer Protection – Policy and Authorisations, Central Bank of Ireland 
Kevin O’Brien is the Head of Division, Consumer Protection – Policy and Authorisations, at the Central Bank of Ireland, having joined the Bank in August 2018. Kevin was Commissioner at the Commission for Communications Regulation from 2011-2018, and its Chairperson from 2013-2015. Prior to that he worked in a range of Irish Civil Service policy roles, in particular on Energy, Communications and Broadcasting policy matters. He also spent some time working in Australia and New Zealand.

Anne-Marie Bohan, Matheson Solicitors, Dublin 
Anne-Marie Bohan has over 20 years' experience in financial and technology related legal matters. As the Head of Matheson's Technology and Innovation practice and head of the FinTech practice, Anne-Marie brings together significant practical experience in advising on technology and privacy legal issues with financial services industry knowledge and an understanding of applicable regulatory rules and regulatory requirements. She advises on all aspects of technology and e-commerce law, as well as outsourcings and contracted services, with particular focus on the requirements of financial institutions and financial services providers in these areas. Anne-Marie's practice includes advising a broad range of clients on GDPR, data protection, privacy and cybersecurity issues, including employee data protection issues, data subject access requests and security breach incidents. Anne-Marie is also a member of Irish Funds FinTech working group. Anne-Marie has lectured on IT, data protection and financial services in the Law Society of Ireland, the National University of Ireland Maynooth, and more broadly. Anne-Marie was the winner of the International Law Office (ILO) Client Choice Award 2017 (Ireland) for IT and Internet Law.
