The event at Blackhall Place was attended by members of the judiciary, representatives of the Houses of the Oireachtas, senior civil servants, leaders of civil society organisations, academics, as well as practitioners.

The speakers included former Taoiseach Leo Varadkar, the Honourable Rose Gottemoeller (former Deputy Secretary General of NATO), Avril Haines (former United States Director of National Intelligence), Dr Dmytro Kuleba (former Ukrainian Minister for Foreign Affairs) and Fergal Keane (author and journalist).

Topics and highlights

Speakers informed and provoked in equal measure, addressing the following subjects:

• Populism and the need to respond to seemingly profound changes in public opinion and political will. 
• How can international institutions and states adapt when compliance with international law turns into contempt for it?
• “Plurilateralism” and what new legal mechanisms can serve emerging alliances.
