Execution of ECHR judgments and settlements

The Committee of Ministers of the Council of Europe recently decided to partially amend Rule 9 of the Rules for the Supervision of the Execution of Judgments and Settlements of the European Court of Human Rights.

The amendment clarifies that communications under Rule 9.2 may include, without being limited to, communications from organisations such as local and national bar associations, law societies or other lawyers’ associations in regard to the execution of judgement under Article 46, paragraph 2, of the European Convention on Human Rights.

The amendment is as follows:

Rule 9 – Communications to the Committee of Ministers

2. The Committee of Ministers shall be entitled to consider any communication from non-governmental organisations, as well as national institutions for the promotion and protection of human rights, with regard to the execution of judgments under Article 46, paragraph 2, of the Convention.*

* This may include without being limited to, communications from organisations such as bar associations, law societies or other lawyers’ associations.
