Open competition for appointment(s) to the position of:

  • State Solicitor Higher (Commercial Contracts)
  • State Solicitor Higher (Litigation/Advisory)
  • State Solicitor Higher (State Property) in the Chief State Solicitor’s Office.

Candidates must, on or before 18/05/2022:

  • Be admitted and enrolled as a Solicitor in the State
  • Have a minimum of two (2) years’ relevant experience as a practising solicitor in the State. In this context, relevance will be evaluated against the specific panel for which the candidate has applied, i.e. candidates for the Litigation/Advisory panel must have two (2) years’ experience in either litigation or relevant advisory work; for the commercial contracts panel, candidates must have two (2) years’ experience in public procurement law or contracts law; and for the State Property panel, candidates must have two (2) years’ experience in property law
  • Have sufficient and varied practice and experience as a solicitor in the State so as to be in a position to carry out the wider functions of a State Solicitor Higher. Periods spent in whole-time positions in the Civil Service for appointment to which qualification as a solicitor was an essential requirement will be reckoned as practice for this purpose Candidates must be able to demonstrate the key competencies for effective performance at State Solicitor Higher level as set out in APPENDIX Two (2) in the candidate information booklet.

In addition to these competencies candidates must also demonstrate the following:

  • Leadership/management experience with the ability to prioritise, organise and manage a multi-layered caseload in a busy environment
  • Excellent communication and relationship management skills with the ability to fully engage with a range of stakeholders, both external and internal
  • A sound knowledge of the law and a good understanding of the procedures used in the general legal tasks encountered in the practice of law
  • The ability to work on their own initiative, to work independently and in a team environment
  • The ability to plan and organise fully an area of responsibility meeting defined performance targets with clear accountability for outcomes
  • The ability to analyse risk and to take corrective action
  • High levels of skills in drafting, research, negotiations and, also, good business acumen
  • Substantial experience, in a fully computerised law office environment, in the use of electronic case management systems and other IT applications commonly used in a modern law office
  • Experience of having contributed to the development of knowledge management
  • A high level understanding of corporate governance, corporate strategy, risk management innovation and change management
  • Have a clear understanding of the Civil Service Renewal Strategy 2030 demonstrating a strong commitment to innovation and change programmes.
