Immigration lawyers gather at ICEL conference

The Irish Centre for European Law’s (ICEL) annual asylum and immigration law conference returns this year on Friday 26 June.

Running from 2-5pm in the Richmond Education and Event Centre, 1 Brunswick Street Smithfield, Dublin, D07 TH76, the conference will be streamed live online. 

Implications of act

The theme of the conference will be discussing key changes and practical implications arising from the implementation of the International Protection Act 2026.

Professor Catherine Costello will deliver the keynote address ‘Implementing the EU Migration and Asylum Pact: practices v principle’.

Professor Costello is Full Professor of Global Refugee and Migration Law at the Sutherland School of Law, University College Dublin. 

She was formerly Professor of Fundamental Rights and Co-Director of the Centre for Fundamental Rights at the Hertie School (2020-23).

Prof Costello is a leading scholar of international and European refugee and migration law, and co-edited the Oxford Handbook of International Refugee Law.

Following the keynote discussion, a panel discussion will be chaired by moderator Hilkka Becker.

Becker has chaired the International Protection Appeals Tribunal since April 2017 and served as a part-time member of the Refugee Appeals Tribunal from 2013-16. She was also senior solicitor at the Immigrant Council of Ireland and legal officer with the Irish Refugee Council.

The panel of speakers will be:

  • Sarah Cooney BL who has built up a specialisation in citizenship, immigration, and asylum law,
  • Catherine Cosgrave, managing solicitor at Immigrant Council Ireland,
  • David Leonard BL, who specialises in public, administrative, regulatory and constitutional law, judicial review, and EU law, and
  • Stephen Collins, senior solicitor with Irish Human Rights and Equality Commission, who has since 2017 led litigation initiatives on asylum and immigration law and practice.

Coffee and tea refreshments will be provided during a short break.
