First provider under EU data-sharing rules
Shannova Limited has become Ireland’s first data-intermediation service provider (DISP) under EU legislation aimed at promoting greater data-sharing by businesses and public bodies.
DISPs are neutral third parties that connect individuals or companies that hold data on one side with those who want to use that data on the other. These parties then create a commercial agreement between them, while the DISP facilitates the data-sharing.
The Competition and Consumer Protection Commission (CCPC) is the competent authority for registering, monitoring, and supervising DISPs under the EU Data Governance Act (DGA).
Data matchmaking service
It described the notification as “an important milestone” in the development of trusted data-sharing in Ireland.
Shannova is a cross-sector data marketplace and data matchmaking service connecting data holders with potential data users.
The DGA aims to increase trust in data-sharing, make more data available for general use, and make it easier to re-use public sector data for the benefit of society.
It also sets out rules for reliable, safe, and secure data-sharing by DISPs.
Public benefit
CCPC chair Brian McHugh said that the notification “highlights how data can be shared and used responsibly to deliver public benefit, while supporting broader EU efforts to realise the social and economic potential of data”.
Earlier this year, the CCPC registered Ireland’s first data-altruism organisation under the DGA.
Such organisations enable individuals and companies to voluntarily share data, based on consent and with no compensation.
