Starts on new homes fell again in July

Commencement notices for new homes fell last month, according to the latest Government figures.

The Department of Housing, Local Government and Heritage said that 1,059 notices were lodged in July – down from 1,739 in the same month last year.

It said that 35% of these were scheme dwellings, 26% were apartments, and 39% were for one-off homes.

Rolling 12-month figures show that 40,124 notices were lodged in the year to July – down around 20% compared with the previous year.

Fall ‘anticipated’

Of the 7,384 notices received so far this year, 29% were in the four Dublin local authorities.

The 2025 numbers are running well behind last year’s record figure of more than 69,000.

Taoiseach Micheál Martin said last month that a fall-off in housing commencements was always anticipated in the first six months of this year, given that a waiver on levies for developers had expired at the end of last year.

Referring to the commencement figures, the Department of Finance said earlier this year that the waiver expiry “has reduced the accuracy of this metric as a guide to delivery”.
