The TLAC is a non-statutory committee set up by Government in 1984. Its function is to recommend candidates to ministers and the Government for the most senior positions in the Civil Service.

Cotter succeeds former Irish Times’ editor Conor Brady who chaired TLAC since November 2019, and served as a member of the committee since November 2016.

Cotter has been a member of TLAC since September 2018, and currently serves as chair of the Strategic Banking Corporation of Ireland. She holds a number of non-executive directorships.

She was educated at UCD and the Law Society of Ireland. Cotter is a chartered director and a member of the Institute of Directors.
