The Health Research Board (HRB) is inviting tenders for the provision of general legal services.

Background

The HRB is a statutory agency under the aegis of the Department of Health. Its mission is to support research that improves people's health, promotes evidence-informed care and creates solutions to societal challenges.

Areas covered

The selected tenderer will be required to provide legal services in the following main areas:

Corporate matters:

  • Advising on procurement queries and drafting of contracts for services procured,
  • Health and safety,
  • Regulatory compliance including Corporate governance and Directors’ duties,
  • Property, estates and conveyancing and insurance,
  • Freedom of Information, cyber Information, and data protection,
  • Intellectual property,
  • Employment and equality law, and
  • General Employment advices, pensions, protected disclosures, external services delivery.

Research funding-related matters:

  • grant application and review processes, grant contracts and terms and conditions,
  • grant management, payments, compliance monitoring and reporting,
  • collaboration and consortium agreements,
  • research governance, relevant domestic and EU legislation and codes of practice, and
  • infrastructural investments.

Matters relating to the management of national health information systems and provision of evidence reviews to inform policy-making:

  • Commercial contracts,
  • statements of understanding,
  • memoranda of understanding between two or more parties,
  • advice on compliance with the terms of EU grant agreements, and
  • matters relating to the HRB requirements to provide operational and secretariat support to the HRCDC and NREC.
